Phishy is a small IRC network, which is mainly used by Irish users. This has led to it being referred to as Ireland's National IRC Network, a fact maintained that at different times at least two state-owned servers were connected to the network - one of these, irc.indigo.ie, is still the main server, although its owners, Eircom PLC are no longer state owned.

They no longer promote themselves as being Irish as their main selling point, but with the network rules being offered bilingually (in Irish as well as English), and the network sponsoring an Irish Fiat Uno rallying team, its clear where their allegiances still lie.

The network's name significantly predates the recent act of phishing e-mails, and is just a comical misspelling of Fishy, implying something unusual.
